The action plan is a discussion of how best to proceed. The plan will list the most viable options available to your organization. This includes the information needed to analyze the market and evaluate offers. There are typically some low or no cost operation and maintenance changes that can have an immediate impact. Just about all of the state's IOU's have worked stipulations to eliminate the possibility of protracted litigation. This means that Ohio will see a competitive electric supply market open up come January 1, 2000. This also means deals have been struck.
